Interestingly the superintended 'shall provide and maintain a sufficient number of free baths for the use of the indigent'
Like all things, there is a bit of controversy. There are some that contend that Hot Spring was established as a National Park on April 20th of 1832. While Congress did officially set aside the land for 'future disposal' it didn't officially get the name of National Park until 1921.
